Mumbai: The Perils of Blaming Pakistan

Indian accusations of a Pakistani hand in last week's Mumbai massacre couldn't have come at a worse time for the government in Islamabad: As a Taliban insurgency continues to simmer in the tribal areas along the Afghan border, clashes on Sunday between rival political groups in the southern metropolis of Karachi killed 13 people and wounded 70. The country is on the verge of economic collapse, its desperate pleas for financial assistance from China and Saudi Arabia last month having been rebuffed, forcing Pakistan to accept loans from the International Monetary Fund - but those loans come with stern conditions limiting government spending, the implementation of which will risk inflaming further unrest. A suspected U.S. predator drone attack in the tribal areas on Saturday - one of dozens in recent months - has further alienated a population already suspicious of U.S. interference. Hardly surprising, then, that Pakistani leaders have reacted with alarm to politicians and the media in India pointing a finger at Pakistan-based terror groups over the Mumbai attack. Some foreign investigators have made similar claims, although not in any official capacity.
Most Pakistanis reacted with horror to news of the Mumbai killing spree starting Wednesday, having lived through equally devastating attacks on their own soil. But that initial sympathy quickly gave way to hostility as the focus of blame landed on Pakistan - a knee-jerk first reaction, rather than one based on any solid evidence. "It is a tragic incident, and we also felt bad about it as Pakistan is going through the same problem," says Abdur Rashid, a 67-year-old retired government servant in Rawalpindi, near Islamabad. "But it was really unfortunate to see that even before the operation [to clear out the attackers] was finished, the Indian government stated that Pakistan is involved. It sounds that the entire incident was concocted to punish Pakistan." See images of Mumbai after the siege
On Sunday, Indian media began reporting that the only attacker captured alive, a Versace-T-shirted 21-year-old by the name of Ajmal Amir Kamal, was Pakistani, and that he had identified all his fellow militants as being trained by the banned Pakistan-based militant group Lashkar-e-Toiba. Pakistanis are suspicious of these claims. "There is simply not enough evidence at this point to blame Pakistan," says Najam Sethi, editor of the English political weekly, the Friday Times. "No statement made under duress can be counted as 100% fact, and you can imagine the conditions under which this confession was made."
However, Sethi adds, "the Pakistan connection certainly can't be ruled out. These attackers were not hijackers negotiating with hostages. They knew they were on a suicide mission, and you can certainly find a lot of suicide bombers in the tribal areas." At the same time, the attackers clearly had a local connection, he argues, because out-of-towners could have had the intimate knowledge of the layout of Mumbai and of the targets to have caused so much carnage.
Amir Rana, an expert on Pakistani terrorist groups with the Pakistan Institute of Peace Studies, says he has heard some troubling reports, but says that no accusations should be leveled before a thorough investigation is completed. He cites several recent terrorist attacks in India that were initially blamed on Pakistan, only to have investigations later reveal that the perpetrators were aggrieved Indian Muslims, and in at least one case, Hindu extremists. Early accusations such as these, he worries, may only impede the close cooperation between the two countries necessary to resolve the issue.
"What we may actually be seeing here is an incident of transnational terrorism," he says. "The ideology is shared across borders, from Pakistan to India to Bangladesh." Terrorists these days are just as likely to meet in Dubai to discuss logistics, or in Katmandu to plan strategies. Training can take place not only in the ungoverned tribal areas of Pakistan, but also in Bangladesh, which also faces a mounting challenge from Islamic extremism. Weapons, distributed by a network of arms dealers that supply Sri Lanka's Tamil Tigers, Indian separatists groups and even Nepal's Maoists, are in easy reach. Neither the weapons, nor the tactics, of the Mumbai attackers point to any one country, says Rana. "For these kinds of attacks there is no need for training camps. There were no heavy weapons or guerilla tactics. The kind of training they needed could have been done in a single room."

Dear friends!
I would like to tell you about the impressions I gathered during my trip to Latin America, the decisions that were taken, and our agreements with a number of leading Latin American countries.Recently the APEC summit took place. It is a continuation of the dialogue and arrangements we embarked on in Washington at the G20 summit. This time the meeting was held in Lima, Peru, and the conversation focused on both the situation in the world at large and that facing the major economies of the Asia-Pacific region. This includes our economy and our country. In this sense, the summit is a continuation of work begun in Washington but on a regional scale. So, part of the decisions taken there already sound quite specific, and have a tangible outcome for countries that operate in the Asia-Pacific region.
In addition to this significant event, the Russian delegation visited several leading Latin American countries. We visited Peru and then Brazil, the largest Latin American country and where a large proportion of the population of Latin America lives, a country which is part of the so-called BRIC group and is one of the fastest-growing and most vibrant economies in Latin America and the world. We also visited Venezuela (our major trade and investment partner) where we discussed different issues, including energy cooperation, and reached a number of very good agreements with our colleagues. Finally, the trip ended with my visit to Cuba. Cuba is our traditional, long-time partner, and we were able to intensify our cooperation in different fields.Actually, Latin America is a very special region to which, I have to admit, we have not paid much attention in recent years, and that is a shame. Latin America is the world's fastest growing region, a region which concentrates important intellectual and natural resources. And, most importantly, there live people who want to develop full-value cooperation with us.I believe that this visit was very useful, all the more so because we were able to renew or better say, restore old relations and to organise new relations with those nations to which we had no previous ties. This is especially important at a time when in general there are very significant security problems in the world.A few days ago, there was an awful, a barbaric act of terrorism in India. Like other nations, the Russian Federation condemns what happened there. We express our condolences to our Indian colleagues and to all those affected by this terrible terrorist attack. This is why our work must continue, why we must stay in constant contact with all our colleagues from Latin America and elsewhere.I want to say just a few more words about the results of this visit. You know, there are many very difficult issues on which there are different points of view. But we must learn to hear each other, we must use the experience gained over the past decades, both the positive experiences and the very difficult ones. In this sense, my conversation with Cuban leader Fidel Castro was very interesting for me. This is a politician who has been one of the key political figures in Latin America for fifty years, a man who has lived through a great deal. And of course we must chart our course in light of the experience accumulated by humankind over the past decades. Putin Urges Calm As India Readies Nuclear Forces

Russian Foreign Ministry sources are reporting that Prime Minister Putin has telephoned Indias Prime Minister Manmohan Singh urging him to react to the attacks upon his Mumbai with calm after being informed by Singh that he has invoked Indias National Security Act which puts their Nuclear Forces on full alert.
Indias NDTV News Service is further reporting that their elite Marine Commando Forces (MCF) are continuing their battles against the terrorist forces holding an estimated 150 hostages and that the death toll is over 200 dead with nearly 1,000 wounded.
Indian Military Intelligence sources are also reporting to the FSB that the initial confessions of those terrorists apprehended show that they are from Pakistan and had entered into Mumbai with what is being termed a strategic attack plan giving full details of the attack including the security plans and procedures of all hotels targeted in these attacks.
As we had previously reported on in our previous report, Kissinger-Obama Team Targeted In Horrific India Terror Attack, Pakistans Directorate of Inter-Services Intelligence [ISI] and US CIA forces are believed to be the masterminds behind these attacks in order to derail President-Elect Obamas attempts to bring a permanent peace to the Southeast Asia in his hopes of averting Total Global War.
This latest attack against India, these reports continue, appear to have permanently destroyed Obamas hopes for achieving this peace as the tensions between the nuclear armed Nations of India and Pakistan which were already near the breaking point over Pakistans ISI intelligence services bombing of the Indian Embassy in Afghanistan in July and which killed over 40 people.
Newly elected Pakistan Prime Minister Asif Ali Zardari, who ascended to power after the ISIs assassination of Benazir Bhutto, has sought to reign in the power of the rogue agency but only with limited success, and as we can read as reported by the Los Angles Times News Service:
Pakistan's powerful spy agency, the Directorate of Inter-Services Intelligence, has quietly shut down a unit that for decades spied on domestic politicians and exerted shadowy influence in affairs of state.
Analysts described the decision to deactivate the ISI's "political wing" as the latest in a series of steps meant to separate the army and the security apparatus from domestic politics -- and also to rehabilitate the spy agency's battered public image.

For the authorities, the immediate priority is to respond to the emergency and to free those still trapped or held hostage, rather than to attribute responsibility.
India's TV news channels have, in the initial hours of the drama, largely refrained from pointing the finger of blame.
The claim from a little-heard-of organisation, Deccan Mujahideen, may harden suspicions that Islamic radicals are involved.
Two years ago the authorities blamed a series of bomb attacks on Mumbai commuter trains on Islamic militant groups once based in Pakistan.
Back in 1993, a string of co-ordinated attacks on landmarks across Mumbai, bombings which left hundreds dead, were widely believed to have been the work of organised crime.
The Indian authorities held neighbouring Pakistan responsible for organising those bombings, an allegation angrily rejected in Islamabad.
Election disruption?
But there are other possible culprits.
Some recent bomb attacks - though on nothing like this scale - have been blamed on militant Hindu organisations.
The motive is far from clear. The choice of targets might suggest an attempt to undermine business confidence and put off foreign investors.
Some may wonder whether the attacks are intended to frustrate attempts to improve relations between India and Pakistan.
Or perhaps they are designed to destabilise the world's largest democracy.
A nationwide election is expected in the next few months, and there are regional elections currently being held in several Indian states.
One is in Indian-administered Kashmir, the Himalayan region whose disputed status has been the main cause of 60 years of tension and conflict between South Asia's two nuclear neighbours

Deadly Attack in India
Terrorists armed with automatic weapons, bombs and grenades attacked at least seven sites in Mumbai on Wednesday and were holding Western hostages at two hotels, authorities said. Police and Indian media reported at least 80 people were killed and 250 wounded.
The gunmen targeted luxury hotels, a popular restaurant, a police station, a crowded train station and other sites in India's financial capital in attacks that began late Wednesday and continued into Thursday, police and witnesses said.

In a brazen act of shamelessness and crass opportunism the Prime Minister had the audacity to put up the pretense of acting against terror and even when he did so he did not order it he did not make a decisive announcement of taking executive action.
Instead he reminded us of the spineless wimp that he is with merely making a suggestion.
When the post mortem of the War on Mumbai is conducted it will be incomplete if it didnt look into how the Government and the media lost perspective from the unfinished war in their eagerness to draw moral equivalences and political brownie points.

The War on Mumbai has exposed the soft underbelly of the Indian State and its Subjects.
The time to talk of investigations or convictions is past us.
The situation demands a moral and national response in the form of an unrelenting and uncompromising Satyagraha against Terrorism.
Such a Satyagraha must begin with urgent and immideate pressure on Governments at all levels to treat this as a War and respond in kind.
Such a Satyagraha must not end till the UPA Government being thrown out of New Delhi and charges of Criminal Negligenece brought against Home Minister Shivraj Patil.
